Wine and spirits geomarketing
Geomarketing was born out of the confluence of disciplines such as geography and marketing enabling to analyze business projects through graphic representations generated with digital cartography. This also facilitates the communication about circuits of local tourism in order to meet demands for a vast diversity.
The specific application of this discipline is the so called touristic geomarketing, for those interested in specific territorial issues generally related to culture, art, or a certain local production of goods.
A product that typically combines land and production is wine.The article asks about the possibility to make this happen for other spirits in the region of Latin America and the Caribbean using local development policies.

It is currently possible to have free access to abundant online geographical information using very good solutions. From global projects with widespread impact as Google Maps or Bing to other more technical and specialized as ArcGis.com and OpenStreetMap, users feel at ease when it comes to know and update remote places in the world.This commendable effort of the technological global Commonwealth raises however some disturbing questions: who owns the rights to these maps generated by so many people in key locations? . And other questions as well.

For example, 311 is a municipal telephone number used in numerous cities of innovative countries such as United States, Canada, Germany, Australia and even Panama. The article gives some examples.

A vast development of Internet services in Latin America contrasts in terms of access and affordability of ICTs for its population. When considering e-tax systems, things are slightly different: A generous array of ICT techniques and tools are available for the people. Web services, mobile information services, electronic IDs, member electronic cards, online bank account transfers and the like configure the so called "holistic" approach for tax collection in Latin America. These advanced tools make things that where hitherto impossible, now possible - better interaction with citizens, lower transaction costs, more transparent processes, egalitarian treatment, and an improved democracy in emerging economies.
This imposes a huge challenge for public organizations and their officials, particularly when simple and low-cost tools are made available to organize tax collection issues, which was unthinkable before. This challenging duty was picked up in some countries. A new paradigm emerges from the Chilean and Argentinean experiences, both countries with a young democracy and high levels of professionalism in tax services.
For instance, Chile has established a tuned up system of electronic tax return filing and tax payments. On the other hand, the Province of Buenos Aires in Argentina has developed web 2.0 services for corporate tax payers. This paper proposes a comparative exercise between both experiences in order to depict an e-tax system benchmark for other countries in the same need. The comparison includes tax return filling systems, information campaigns to increase awareness and usage of electronic tax products and services. The specific strategies in these two countries are depicted in order to replicate or transform them in other countries of similar situation, so as to assure higher rates of take-up of e-tax systems.
Revenue organizations that are at an early stage in their development of electronic services may benefit from the examination of these approaches and experiences. There are many "good practice" conclusions that can be drawn from a South American e-tax benchmark as many countries lag behind their level of development.

La preocupación por la calidad de vida ha aumentado notablemente en las dos últimas décadas en los grandes centros urbanos de la región de América Latina y el Caribe. En efecto, en 1996, la Conferencia de Naciones Unidas “HABITAT II”, propuso estudiar las “Buenas Prácticas” asociadas a la mejora en la calidad de vida en las ciudades.
El documento se dispone a fin de establecer una base de discusión sobre la que escoger instrumentos de medición que aprovechen de las experiencias internacionales en la materia, de forma de poder avanzar institucionalmente en la generación de un indicador de calidad de vida urbana ajustado a la realidad de la República Dominicana.
En continuación a anteriores experiencias y desarrollos de ONE, se aborda a través de este estudio un marco teórico conceptual , el que es necesario para desarrollar y construir un índice de calidad de vida para la República Dominicana con un criterio territorial.

El Gobierno Electrónico es un poderoso instrumento para la transformación del tradicional modelo de Estado burocrático hacia el de un moderno Estado proveedor de bienes y servicios.
La consolidación de un modelo de gestión digitalizado para un Estado moderno demanda replantear las formas y estructuras tecno-burocráticas existentes a fin de proveer a la solución de las demandas de la sociedad y dar respuestas sus funciones primarias.
Así, la interacción del Gobierno con los ciudadanos y el sector privado en forma electrónica fortalece una alianza orientada al cumplimiento de los objetivos esenciales del primero y beneficiando a los segundos mediante la obtención pronta, transparente y económica de más y mejores servicios.
Las evidencias internacionales muestran que los países de la región efectivamente han encontrado en el gobierno electrónico una oportunidad para acelerar los procesos de introducir y asegurar transparencia, estimular la búsqueda de la eficiencia y promover una mayor calidad de la gestión en las instituciones públicas. Estas misiones se alcanzan a través de estrategias basadas en proveer de amplio acceso a la información, la integración del comercio (a través de medios tradicionales al principio y luego los electrónicos), y brindando la oportunidad de aprender y educar aprovechando las economías de escala que ofrecen las redes de información.
Understanding citizens needs : can e - consultations meet citizen's satisfaction in urban development plans? case study, Providencia, Chile.

Governance is defined in dictionaries as the system or manner of government. Local levels of government administrations, formal politics and citizens are increasingly using ICTs (Information and Communication Technologies), enriching the discussion of the role of technology in the making of the cities. Municipalities of developing countries, take most of the urban spatial decisions at the higher level, taking for granted their inhabitants are satisfied by these decisions. The use of ICTs in urban communities, suggests that e – consultations can be an effective manner of taking spatial planning decisions. ICTs can include more citizens when access is granted. ICTs can also match the needs, preferences and habits of the community when citizens participate. If access and participation are granted, then satisfaction of citizens needs should be straightforward.In this research we will focus on analyzing a specific case of e- consultation. First, we will review arguments that refer to the experiences and theory of the e-consultations. In order to link theory to practice, we will next model the e – consultation process in the light of the experience of Providencia, Chile, using the Actor Network Theory. Based on the same empirical base we will measure inclusion of citizens in the process, considering access and participation with ICTs in an index constructed with geo information tools. Finally, we will determine in selected administrative areas the degree of satisfaction that projects for urban development plans produces to citizens. Conclusions show that although citizens should be included further, they are generally satisfied with the formal outcome of the e- consultation. Policy makers should facilitate the development of deliberative stages and the mediation of third party organisms .

Metodología de Taller de Presentación y Difusión de Infraestructuras de Datos Espaciales para Honduras

El estado de las artes de las IDE (IDEs – en inglés Spatial Data Infrastructures o SDIs) en Centro América en general y en Honduras en particular es alentador, aunque con presencias incipientes y/o fragmentadas. Existen, sin embargo, algunos desarrollos estimulantes aunque no son producto necesariamente de un proceso integrado y sistemático.
El estudio aporta una metodología revisada para desarrollar la gobernabilidad en la IDE Hondureña que puede generalizarse para construir nuevos modelos, independientemente del desarrollo y características individuales de los países, organismos y ámbitos de aplicación de América Latina.
A modo de introducción se exponen brevemente las terminologías relacionadas a la gestión de la información geográfica y territorial. A continuación, se discute esta terminología a fin de describir y comparar su realidad en países seleccionados de América Latina. A título seguido, se describe y estudia el estado de las artes de las IDEs en el Caribe en orden a enfocarse en el caso de República De Honduras. A este análisis inductivo le seguirá la proposición de un plan de acción basado en algunas acciones ya en curso, disparadas por el Taller de Presentación y Difusión de Experiencias en IDE realizado en Tegucigalpa el 22 y el 23 de Octubre de 2009 con la participación de alrededor de 20 instituciones relacionadas al ámbito de la geo información en Honduras.
